Former cop charged with third felony related to alleged sex abuse of minor girl

Prosecutors investigating former Key West police school resource officer Henry Arroyo, already accused of two felonies for allegedly molesting a girl younger than age 16, on Wednesday filed a new charge against him.

Arroyo, 41, is out on bond after turning himself at the Monroe County Detention Center on March 24.

Last month, assistant Monroe County state attorneys Colleen Dunne and Val Winter charged Arroyo with two counts of lewd and lascivious behavior for the alleged molestation. Wednesday, a third count was filed, this one alleging lewd exhibition.

That crime is defined by statute as involving a "sexual act that does not involve actual physical or sexual contact with the victim." The molestation charges are punishable by life in prison. The one filed Wednesday is punishable by 15 years.

Arroyo is due in court May 21.

The alleged victim is now 14, and the alleged abuse started when she was 10, according to an arrest affidavit.

The reported victim said Arroyo "would enter her bed at night and force her to touch" his [genitals], according to the affidavit. She also told investigators Arroyo would touch her breasts and "attempted to touch her" genitals, according to the document.

Arroyo earned $49,036 annually as a Key West police officer. He was hired in 1999 and resigned in April 2011. During that time, Arroyo moved to Tampa with the victim, her sibling and her mother, according to the arrest form.
